Construction Update December 15, 2005
The School Building Advisory Commission (SBAC) gave a presentation to the Town Council at their meeting on December 6. The SBAC presentation outlined the work that they had done in reviewing qualifications of 13 architectural firms and quotes from the top 6 firms. After negotiations with the top firm, their final bid was within the budget estimates for architectural work. The SBAC requested that the Town Council waive the competitive bidding process and allow the Superintendent of Schools to contract with the firm of Jeter, Cook, Jepson (JCJ) based on their qualifications. The Town Council, after review of the extensive work that the SBAC had done, voted 11-0 to waive the sealed competitive bid process and go forward using the Qualification Based Selection (QBS).
On Tuesday, December 13, the committee officially introduced Jeter, Cook, Jepson as the architect for all 7 schools. They will now meet with the SBAC on a regular basis on the 2nd and 4th Tuesdays of every month at the administrative building second floor at 6:30 p.m. starting in January 2006. (this is at the corner of School Street and Park Street).
There is a lot of work that JCJ will be doing in the next 6-8 weeks regarding administrative work that will set the foundation for the project. As a result of this start up work (gathering and evaluating previous building schematics, filing appropriate paperwork with the state, scheduling out the next 32 months, setting up work with the Construction Manager, etc.), they anticipate getting to the schools to talk to staff in late February or early March and then going to PTO meetings in mid to late March or early April. They seem very genuine in getting school staff members’ opinions, when the time is right.
The SBAC would like to take this time to once again invite anyone to attend meetings. While JCJ will be at the meetings to work with the SBAC, we would hope that any questions for them about specific projects would be held off until they are ready for Q and A sessions after they have had the time to properly review all the specifics. Everyone’s cooperation would be greatly appreciated by all members of the SBAC and JCJ.
This upcoming Tuesday (December 20) instead of a regular meeting, the SBAC will meet at the Town Council meeting to present the work they have done regarding the Construction Manager for approval by the Town Council of the QBS selection process. The Town Council meeting starts at 7:30 pm in the 2nd floor of the Senior Center (next to the Town Hall).

School Building Advisory Commission Update |
The School Building Advisory Commission is currently in negotiation with the Architectural firm of Jeter, Cook & Jepson Architects, Inc. to finalize a contact for architectural services for the seven school building projects. The proposed contract is currently being reviewed by legal council and is scheduled to be presented to the Town Council for approval on November 15, 2005.
The commission has also published its Request for Qualifications for a Construction Management firm. The deadline for submission is November 8, 2005. It is anticipated that interviews will held between on November 21, 2005 and November 22, 2005 with a final selection made shortly thereafter.

In addition members of the commission toured Rockville High School and Vernon Center Middle School on Saturday, August 13, 2005 and also toured the five elementary schools on Saturday, August 27, 2005.
Mr. Arthur Poole, Director of Business and Finance for the Vernon Public Schools completed and submitted to the State of Connecticut the required ED 049 Project Grant Applications for each of the seven buildings. The Request for Proposal for Architectural Services was also developed, advertised and disseminated. The deadline for submission of proposals for consideration by the commission was September 2, 2005.
The School Building Advisory Commission arranged for free technical assistance from the Connecticut QBS Council in the development of a Quality Based Selection process for architectural services. Mr. Bruce King of the Connecticut QBS Council has met with the committee on two separate occasions. Using the Quality Based Selection model of the Connecticut QBS Council the commission developed an Evaluation of Statements of Qualifications form; a reference Check form; and its Criteria for Evaluating and Ranking Firms with Interview Questions and Score Sheet for the interviews of Architectural Services.
Thirteen firms submitted complete proposals for architectural services. Six of those firms made formal presentations before the commission. Those interviews were held on September 27th and September 28th. At its October 4, 2005 meeting the commission approved Jeter, Cook & Jepson Architects, Inc. as the successful architectural firm and authorized a sub-committee to conduct contract negotiations. It is anticipated that the final process for selection for architectural services will be completed by the end of October. An update on the progress to date of the commission was presented to the Vernon Town Council at its regularly scheduled meeting of September 20, 2005 and to the Vernon Board of Education at its September 26th meeting. |
